Okay, so this system is new, so it might change a little over the next few days but here's how it works so far:
Exactly a month after the stats of the mare was posted, the stats for the foals will be put in that thread. Today's the 25th for me, so any mare that had their stats posted on the 25th of March (GMT) will have had their foal stats posted today.
The foal stats might look a little confusing, so I'll explain:

I use this calculator to find out what all the possible coat colours a foal could have.I'm not an expert at genetics(or determining what some of the coat colours of the parents are if they're not listed in the profile), so the colours you see are based on both parents having heterozygous genes for everything, which makes the outcomes as diverse as possible (however I will use exact genetics if they are specified in the horse's profile).
EDIT: I've assigned Illu the job of making foal stats XD I failed absolutely, so Illu had kindly agreed to do the stats =) Some of the stats posted on the 25th have been edited to cover my mistakes, so sorry about that.
The players of the father and mother must decide who is going to play the foal. I don't mind how you do this, coin flip or something, it's up to you.
Then the person who is going to play the foal can choose from any of the coat colours I have provided. The percentages are there to tell you how likely that coat colour is. You may also choose markings (socks, face markings etc) that go over the base colour you choose from the list. You get to choose eye colour too =)
I use a dice roll to determine the gender, even for filly, odd for colt. This is set, you can't change the gender.
Once you have decided the colour, then you must then POST A PROFILE for your foal, stating their heritage in the extra comments. If you don't post a profile, and have it accepted, then you can't play the foal.
Note: This system isn't full-proof, I'm no horse expert, so if there are any corrections to be made regarding the parent coat colours or genetics, then get in touch.
